Yes , a B.Tech CSE student can appear in IAS Exam. Any Indian with Graduation degree in any course from recognized university are eligible for IAS exam. The final year student of degree courses are also eligible for IAS exam.

Yes you can apply for IAS after pursuing btech with computer science .  The main condition for applying for ias is that candidate must have completed graduation from a recognized college.
For choosing optionals you have to be very careful as candidates who have completed graduation from civil, mechanical or electrical engineering can choose their optionals same as that of the graduation. But there is no optional of computer science so you have to chance the one which you have not studied earlier , so either choose humanities as it is quite easy as compared to other streams or choose the one based on your interest levels and do well .

So, the answer is yes, you can do Btech in computer science and then apply for Civil Services exam.
