if i do not take addmission in central engineering college due to low marks,then can i take addmission in state engineering collage through central obc ncl certificate by reservation,

Yes of course you can do so because central caste certificate is valid at both levels state as well as central. But if you have some state reservation applicable for that state then using central OBC certificate can deprive you of state reservation advantages so please take care of that.
