if I don't get a seat in round 1 in Maharashtra State counseling,am I eligible for appearing in the second round?

see generally counselling process going on for more than three rounds, and if candidates can not get seat in first round from the given choices , then candidates may definitely go for next round counselling. you did not mention which of the counselling process or name of the exam you are asking about.
