You should have completed your 12th by the time of counselling atleast. Then you can take admission in NEET based on your NEET rank. So even if you have failed ypur 12th but have your improvement exams in July, you can appear for NEET. You will be considered as a Candidate who is appearing for NEET and your qualification code will be 02.
