Yes, you can definitely appear for NEET UG 2020 if you give a re- exam and pass in it with the minimum eligibility criteria stated by NTA. But, it should be made sure that you get your results before the NEET UG, 2020 counseling  starts, because then you need to update that information and submit marksheet as the valid proof. So, if that can happen within time, you can appear for NEET.
