If i get 137 marks in neet 2019 then will i be able to get medical College for MBBS course in Tamil Nadu or any other state with OBC categor

No u cant get with 137 marks . Try next year &then there's a hope
Hello Student,
Sorry to disappoint but with such low score you will not be able to get a good government medical college as their cutoffs are very high. You can get lower level private colleges but their fees structure will not be affordable.
I would suggest you to look for other options or take a drop this year and study hard for next year examination
