Yes, with 61% in 12th you are eligible for jee main. This is because, There's no percentage barrier to be eligible for jee main.
However you can appear in Jee main 2022 as you can appear 3 consecutive years in Jee mains. Eligibility - Candidates must passed or appearing class 12 in Physics chemistry and Mathematics with minimum 75 percent marks aggregate from a recognized board.
If you complete your 12th board exams in 2021 then you can attempt the JEE entrance exam for the year 2021, 2022, 2023. ... And for JEE mains 2021 you can attempt 4 times this year. Hence in those 3 consecutive years, you can attempt 6 times according to previous guidelines.

For your reference,
Jee main eligibility criteria is given below-
-) Qualification required :- to be eligible for JEE mains for BE or Btech you need 10+2/equivalent qualification with Physics, mathematics as compulsory subject along with anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.
-) Passing year :- one is eligible for JEE main examination for consecutive three years starting from the year of passing for 12th /equivalent examination i. e to be eligible for JEE mains 2022 you should be either appearing for 12th board exam or equivalent in 2022 or should have passed it in 2021 or 2020
-) There is no age limit to be eligible
-) there is no minimum percentage requirement to be eligible for JEE Main.
But yes,
To be eligible for NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category or at least 65% marks in class 12th if belongs to Sc or St category. For this year i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off but it will be there in 2022, so with 61% you will not eligible for nits, IIITs, Cftis in 2022 but don't worry you can appear in improvement examination.
