if you have been alloted a college through state counselling and you have opted for upgradation and have not been alloted anything then yes you are eligible for the second round ALL INDIA COUNSELLING .
you will have to fill fresh choices during the second round. if you are alloted a college in all India counselling in second round and you wish to not take it then your security money would not be refunded.
if you donot fill fresh choices in round 2 of AIQ then you will considered ineligible and you will get your security money back.
also if you are not alloted any college in round 2 through AIQ then too you will get your money back.
the procedure for refund as mentioned in the bulletin of MCC is
Security amount will be refunded only after the completion of all rounds of Counseling. MCC will notify about the completion counselling on their web-site “www.mcc.nic.in”. The Financial Custodian will initiate the refund of security deposit within 15 days of such notification and complete within 30 days of such notification.
