All the students and candidate who are qualified from NEET, are eligible for mop up round counselling. In fact, even don't need to resign, leave or surrender the previous allotted seats in round 1 or 2 for participate in mop up round. In any state, irrespective of their domicile, NEET eligible candidates can participate in the mop-up round against the vacant seats reserved to states through 15 per cent quota.
If you haven't joined or filled the status retention form then you can attend but if you want to shift from state to All India quota as their is only 15% reservation then there may be chances of not getting seats or loosing the allotted seat so think before leaving the allotted seat.

So, in short, if you have not filled the retention form for retaining the college that you have got in the 2nd round then only you can participate in the mop up round of counselling.
