If I get a seat in all India quota of NEET 2019 counselling, in ROUND 2, can't I get back to the state counselling, after taking admission?

Hi,
Once a seat has been alloted in round 2 of neet counselling the candidate has to join the alloted college.
However if he wishes to not join then he/she can do so by forfeiting the security deposit.
But if he/she join the college then it cant be withdrawn.
So diverting to state counselling aftr being alloted a seat in AIQ seems risky.
