As per the FAQs as given in NEET UG Counselling Brochure (by MCC - Medical Counselling Committee) -
- If a candidate has been allotted a seat in Round 2 but not reported at the allotted Institute he/she can exit with Forfeiture of Fees i.e. the Refundable security amount will be forfeited. And now he/she is eligible for State Counselling.
- However once the candidate joins a seat allotted in 2nd Round (of AIQ/ Deemed University) he/she will not be eligible for exiting the seat and not eligible for any other round of Counseling including State Counseling.
So if you are allotted a seat in All India Counselling, you should not join it in order to be eligible for State Counselling. And if you leave the seat and participated in State Counselling, but did not get any seat in State Counselling, you won't get any seat (if you had got any in the All India Counselling).

Hello Aspirant,
You will not be able to do so, because counselling of state quota seats as well as that of AIQ will be running simultaneously as per the schedule released by MCC, which you can check out from the official website as given below :-
https://mcc.nic.in/WebinfoUG/File/ViewFile?FileId=4484&LangId=P
Also there is a rule stating that if you would join an allotted seat in Round 2nd of NEET UG Counselling then you can neither exit that seat nor you will be eligible for further rounds of counselling but if you do not accept the seat in round 2nd means you don't join it then you can take exit with forfeiture of your security deposit and then you will be eligible for state counselling as well.
******* As per the order of Hon'ble Supreme Court of India NEET 2021 counselling to be conducted as per the existing OBC and EWS reservation. The court has upheld the 27% OBC reservation and the 10% EWS reservation laid down in January 2019.
