Hello!
Yes, you can apply to both places simultaneously but you'll be requiring all documents for the state counselling. If you get admission in any deemed college, you have to submit documents to that particular college. Some colleges do not give documents back. In that case, either cancel the admission in that college or withdraw from the state counselling. Choose according to where you have chances of getting a better college. All the best!
