See it depends upon the state from which you are currently enrolled for NEET UG counselling, this is because in some states like UP, Bihar if you got a seat then you have to mandatorily join it otherwise you will have to lose your security deposit as it will be forfeited and then only you will be allowed to appear for any further round of counselling of any other state or of ALL INDIA QUOTA because in states like UP and Bihar you can register only once i.e. before round 1st but yes if you got a seat then what you can do is you can apply for upgradation in round 2nd if you don't like the seat allotted in round 1st but for this you have to first join the allotted seat by reporting to the center. Also if you don't get an upgraded seat then you can retain your seat back allotted in round 1st but in case if you get an upgraded seat then earlier allotted seat will be automatically cancelled.

Firstly have one clear perception regarding the outcomes of the Counselling, in the first round the college that is alloted to may not be the one that you preferred so you have the chance to upgrade your choice and participate in the second counselling round and you will not get this seat. But before upgradation have the best overview of the the vacancy seat matrix of your preferred colleges to avoid the situations of getting admission into any good college.
