Generally if you shift your decision of taking college from 1st round or 2nd round. There is no problem. For Instance Your amount payed should be shifted to the college which has been allocated to you I. The most recent counselling. So there is no circumstances of revisiting the previous college. It just shift to new allotted one. But for more clarity check NEET official website. Still I assume what I have explained is correct.

When you are allotted a college in the 1st round of counseling and you are not satisfied then you can apply for upgradation of the College. You can visit the College you can again apply for the 2nd round of counseling so that you can get a better college.
When you get a different college in your 2nd round of allotment, you need not to visit the 1st allotted college again.
You have to visit the newly allotted college and have to confirm your admission their.
