Yes if you don't freeze (confirm) the option of the college that you received in first list, you get eligible obviously for the second round. But yes you have to complete the formlaitites with the college that you get in the first list, you may have to submit some documents there as well but as soon as you get another better college in the second list, you can get back your documents and also get cancelled the college that you got in the first list.
