If you get 30000 general rank, your OBC rank will be around 6000 - 7000. With this rank you may get chance in NIT with home state quota. It will be quite difficult to get CSE with this rank. Based on your JEE mains rank and you can get CSE branch only if you have caste reservation or home state quota otherwise it is difficult to get a seat in NIT. These are the best colleges in which we can get CSE-
