If I got 35 in eamcet and 83% in IPE can I get seat in college

In response to your question, your rank will be higher than 1 lakh if you passed the EAPCET with 35 out of 100 possible points, which is what you did in the APEAMCET. Your rank fluctuates in Andhra Pradesh depending on the weighted average of your intermediate marks (25%) and your EAMCET merit score (75%).
It would be better for you to apply to colleges that offer you engineering admission based on IPE scores as you performed somewhat better on the IPE exam; these colleges include Sastra and LPU. You can, however, also pursue the management quota.
