If i got a seat through AIQ .can i reject it and can i get in state quota

In the first round, You can leave the seat to get admission for the state quota seats as it is free Exit but in the second round if you do not join the college then you can only do the Exit with the forfeiture of Fees for the Government colleges 10,000 & Rs. 2,000,00 for Deemed Universities.
