If I got admission in a government engineering college in the first allotment.But iam waiting for a higher option.should I need to join .

Yes, you should join the college as if you won't joim it then your own seat will be considered as unfilled. So you should join as first for a backup plan and ypu may try for better one in next counseling. If you get better optuon then you can easily shift to that college.
