If I got an upgraded college in up neet 2nd round counselling then, should I need to report at old college(which was alloted In first round) or at new college.. Pls help

As per your query you got an upgraded college in the 2nd round of NEET so that means that you did not freeze your seat in the first round. In that case the previous seat from round 1 will be cancelled automatically and your documents would be shifted to your new college. So, in that case you have to report to your new college to complete the admission process.
