If I got second class in BE degree then with the GATE score is it enough to apply for psu jobs.

Yes you can get into PSU if you have second class in BE. But there are very few PSUs whose eligibility criteria is less 55 %. But if the candiadate is from SC/ST or OBC wih second class marks he/she can apply for mjority of PSUs.
For example PSU SJVN keeps 55 % as their eligibility criteria.
