Yes you can get into PSU if you have second class in BE. But there are very few PSUs whose eligibility criteria is less 55 %. But if the candiadate is from SC/ST or OBC wih second class marks he/she can apply for mjority of PSUs.
For example PSU SJVN keeps 55 % as their eligibility criteria.
