If I hadn't got seat in CCMT 2019 first round..can I get in second round??

Yes, you have chances in second round,if you have filled the choices properly .
Since the IIT allotment has not started and there are still PSUs to recruit , more chances will come in second and third round.
But be sure your choice filling is correct and have filled choices that you have chances to get according to previous year cutoffs.
