If i have completed my 10th and 12th from mumbai and have domicile of up then will i get 85% state quota in mumbai and up both or any one

Hello neha,
You will get state quota only if you are applying for college in your respective state. You will not get quota if you use Mumbai domicile in up or vice versa. You should use only in your own state where domicile is applicable.
