Jee mains special round counseling, also called as csab special round counseling if for filling the vacant seats in nits or gftis or iiits or iiest after josaa counselling.
Now, if you have freezed your seat then it means that your have accepted the seat and you don't want to participate in further josaa rounds.
But if you want to retain your seat then you have to pay the partial admission fees. If you don't then your seat will get cancelled.
Now, even by retaining your josaa you can participate in csab special round counseling.
Yes, you read it right. For csab special round counselling for nits, iiits, gftis, one must fulfill the basic eligibility criteria for participating in csab special round counseling :-
You must have given JEE Mains by securing a valid rank
If you are are not allotted any seat in JoSAA or didn't participated in JoSAA counselling or withdrawn your seat or your seat is cancelled then also you can participate in CSAB special round for NITs, IIITs and GFTIs 2020
If you have been allotted any seat in NITs, IIITs or GFTIs through JoSAA and you are retaining your JoSAA seat, then also you can participate in csab special round counseling.
So, don't worry even by freezing your seat you will be able to participate in csab special round counselling. Now if you are worried about seat acceptance fees in csab, then remember that, if you got alloted any seat in csab special round, and you accept it, then your josaa seat will automatically gets cancelled, and also as you have paid the seat acceptance fees before in josaa, then you don't have to give seat acceptance fees once again in csab special round.

If you have freezed your choice then in my opinion you don't be able to do the special rounds as freezing means you have to pay the fees. If you have floated then you could have the option to fill the special roundabout seats for counselling.
