If I have freezed my seat in 4th round of counselling in UPSEE. Am I elligible for spot round in another college ?

If you have frozen already then won’t be able to participate in the next round subsequently! Meanwhile if you get a seat in previous round of counselling and then if you use the float option, the previous seat will simultaneously be allotted to someone else. Only and only one seat will remain in your hand at any given instance either apple or orange you can't have both. Only if you withdraw from the 2nd, 3rd or 4th rounds of Counselling, you will be eligible for Spot round.

Only those who have not been alloted seat in he previous rounds or have withdrawn their seat are allowed to participate in the spot counselling unlike JOSAA and other procedure where you continue with your allotment into the spot round. Inorder to participate you may have to surrender this seat.

The freeze option says that you are satisfied with the seat allotted to you and would like to take an admission. If you have freezed it then you can't take an admission as you are accepting your current offered seat.
Float option will be help you to get into spot admission.
Spot admission is for vacancy available in different colleges and candidates who haven't got a college for admission.
