I think you are talking about all India medical council. If you registered for keam medical then you can apply for state medical counselling process through keam. The only thing that matters is if you are a neet qualified candidate or not. If you had qualified neet then you can definitely participate in keam medical counselling.

Candidates desirous of being considered for any of the Medical & Allied courses will have to

write NEET-UG 2020 conducted by the National Testing Agency (NTA).

To qualify and thereby become eligible to figure in the rank list for MBBS/BDS/BAMS/

BHMS/BSMS/Bachelor of Unani Medicine and Surgery courses, it shall be necessary for a candidate to obtain minimum of marks at

50th percentile in NEET (UG) 2020. However, in respect of SC/ST/SEBC, the minimum marks shall

be at 40th percentile. In respect of candidates in Persons with Disability category, the minimum

marks shall be at 45th percentile for unreserved category and 40th percentile for SC/ST/SEBC

category.

(iii) To qualify and thereby become eligible to figure in the rank list for

Agriculture/Veterinary/Forestry/Fisheries courses a candidate has to score a minimum of 20

marks in the NEET-UG 2020. The candidates who do not score the minimum stipulated marks will

not find a place in the rank list.

Exemption: For SC/ST candidates there is no requirement of minimum marks in the NEET-UG for

admission to Agriculture/ Veterinary/Forestry/Fisheries courses.

*Yes you can apply for Keam if you haven't applied for MCC . As per KEAM 2020 exam pattern the minimum qualification required to appear for KEAM 2020 is passing 12th examination with 50 percent marks. Candidates should also appear for both papers that is paper 1and paper 2 which contains physics, chemistry and mathematics

* While coming to eligibility criteria KEAM 2020  specifies various parameters like nationality , Domicile, Qualifying marks , age ,etc. And also applicants should have completed 17 years of of age as on december 31,2020. And also only Indian  nationals can apply for KEAM.
