if I have not cleared the cutoff of jee mains should my name will come in merit list?

As per your question, if you have participated in JOSAA counselling then for sure you will be getting your merit list based on the rank and percentile you have scored in jee. But if you had not participated in JOSAA counselling then you will not be getting any kind of merit as you didn't involved in the admission procedure of JOSAA counselling. Apart from this if you have given jee entrance exam you should participate in JOSAA counselling for college selection based on your rank and percentile.
