If I have obc(ncl) certificate issued in oct 2018 then is there any need to attached a ncl certificate issued after april 2019.

Hello dear!
Since you have already a OBC-ncl certificate issued after October 2018 but according to the notification released by JEE advanced regarding OBC-ncl certificate , required certificate must be issued after 1 April 2019.
Therefore, you have to upload the required documents issued after April 2019.
