There are Different Rules & Regulations for All Rounds of the Counselling.
Round 1: Free Exit
If you are taking Admission in BDS during Round 1 of All India Counselling or State Counselling and later you got Govt BAMS Seat then you can take admission in BAMS, For that you have to Withdraw your Documents from your BDS College and you have to obtain Relieve Order.
Round 2: If you didn't report to Allotted College of Round 2 then you can take Exit with Forfeiture of Security Deposit but If you have taken Admission in Allotted College of Round 2 then you are not Allowed to leave your Seat and you will not be eligible for further Counselling processes of any Counselling. But Still after Round 2 you want to leave your College then you can take option of "Resign" and you have to Penalty on the Resignation of your Seat and Penalty Fee is very High in Private Colleges (in lakhs).
