If I leave a seat in AIQ counseling and join another seat through state counseling will the fee of 10000 be refunded?

Dear Gautam, lets say if you leave All India Counselling after Round 1 for State Counselling, your security deposit will be refunded. But if you surrender a seat in All India Counselling in Round 2 of Deemed/Central Unuversities for a seat in State Counselling, you will have to forfeit the security deposit.
