See there are 2 procedures,

1.  If you dont have your NCL Certificate,

• So you can upload a declaration form by simply logging in the website.

2. If you have your NCL Certificate.

• You can upload your NCL Certificate on or before 5th june that is tomorrow.

So hurry up and follow the procedure on the website. Do remember your certificate must be latest by April according to the notification of government.
