if i passed 12th exam in 2017 from up board.my result was declared in 9th june 2017.then am i eligible for jee advanced 2019.

Even if you were in academic session 2016-2017 and despite the fact that your result was declared in june 2017 you are fully entitled to appear for JEE advanced 2019.
There is certian eligibilty criteria which you need to endure before opting for jee advanced 2019.
(1) you must be born on or after october1,1993. If you are SC/ST/PwD then you will have a relaxation of 5 years that is you should be on or after october1,1988.
(2)If prior you were admitted in any of the IIT's/ISM or accepted an IIT seat by reporting at the center then you are not eligible for the test.
***Certain important points which is worth to be noted are as follows:-
(1) JEE advanced 2019 is scheduled on MAY 27,2019 in computer based mode.
(2) Registeration for the exam will start from May 3 and the deadline is May 9.
(3)Admit card can be downloaded from May 20.
(4) There would be 2 papers of three hours duration each. The schedule of the papers will be
Paper 1:- 09:00 - 12:00 IST
paper 2:- 14:00 - 17:00 IST
Exam will be conducted on 27 May 2019(Monday)
(5) This year exam will be coonducted by IIT Roorkee
