if i passed in may 2019 but i did not get 75% then i could not give it . after then the percentage rule was removed in 2020 .so may be eligible for jee advance 2021

No, you are not eligible for jee advanced 2021. This doesn't matter even if you didn't appear in JEE advanced 2019
This is because,
One has a total of two attempts for JEE advanced over two consecutive years starting from the year of appearing for 12th board examination i. e as per , eligibility criteria one is eligible for JEE advanced examination only in the year in which he or she appears for 12th board examination and the next year following it.

See if you had passed your class 12th in 2019 then you are not eligible for JEE-Advance 2021 because for JEE-Advance, any candidate is only eligible for two consecutive years which includes one passing year so you were only eligible for JEE-Advance 2019 and 2020 now it doesn't whether you have scored 75% or not in class 12th but yes you were eligible to appear in JEE-Main 2021, so if you appeared for JEE-Main then you can get admission to NITs/IIITs/CFTI depending upon your JEE-Main rank, even if you have not scored 75% or more in class 12th because for this year 75% criteria has been waived off.
