To clear the NIOS exam, a student need to score 40% in the written exam.  That is you need to score  40 marks out of 100 marks to clear the exam. If you have TMA that is Tutor Marked Assignment  which has 20 marks , even then in written you have to get 40% marks.

So no with your score of 20 , you cant get a passing certificate.
