The government colleges in Uttarakhand and the cut-off ranks for admissions in 2017 in 15% All India Quota into these colleges in Unreserved Category are:
- Govt. Doon Medical College, Dehradun: 5595
- Veer Chandra Singh Garhwali Government Institute Of Medical Science and Research, Pauri: 6900
- Government Medical College, Haldwani: 6264
With this data, ideally you should get more than 560. Please note that these ranks are not applicable for admissions in the forthcoming years.
More than worrying about marks and ranks, I suggest you focus on NEET preparation. Few tips for the same are as follows:
- Ensure that you are thorough with the NCERT prescribed textbooks, so that you have a strong foundation to tackle the questions.
- Solve papers in a mock exam format towards the end of your preparation. Analyse them as well; outlining the strengths and weaknesses.
- Plan your studies. Make a schedule of the topics you want to complete for the particular day, so that you don't waste time on deciding what to do. Don't keep the schedule rigid.
- Ensure that you are enjoying from time to time. Maintain good health as well.

You may be eligible for the counseling if the cut-offs remain same next year. About securing a seat in a government College, depends on the marks that students secure in your state.
Also it depends on your category
But one of my friends who scored 439 UR in NEET 2017 got a seat through government quota in a private college (in case this gives a true picture).
Government College seat in AIQ is possible with a score of 550+ as per this year's cut-offs
UR - state quota 85% - you need to score 500+ for a good govt. College in uttarakhand
All india quota- 550+
OBC -all india quota - 450+
All india quota around 550 as through all India cutoff differs only a bit for general and obc
SC/ST - 350-400
All india quota 400+
to be applicable to apply for admission through state quota you need to fill a form which is released by the state university.
