If I score 50% in PCB in 12 board {2019} .Can I appear in NEET 2019 Pls help me I am very confused.

Yes, You can appear. As per the eligibility you should have minimum 50% PCB Aggregate score in class 12th as a general category & 40% as a reserved category. You can check the further information with the given below link.
