Hi Aspirant!
According to this year trends with 70 percentile in SC category the rank would be in range of 16k to 18k. With this statistics you can easily qualify Jee Main and can particiate in JEE Advanced but there is no chance of you to get any seat in any NIT under the other state quota. But your HOME state might help or CSAB counseling.
Hence you have to consider your home state cutoff to score accordingly or can outperform on that.
I hope it helps.

Happy Hustling.
If you just secured 70 percentile in JEE mains exam from sc category, then getting a seat in NITs very hard for you, or you can say nearly impossible for you if you belong from other state now.
But if you are from home state of some of the lower nits then with this much 70 percentile score you will hardly get some of the low nits like nit Srinagar, NIT Puducherry, nit mizoram, etc.
This is not past times when sc candidates can easily get seats even in lower scores. Now the competition is very much increased and at least you have to secure under 5000 sc rank in jee mains to get any nits. And for securing under 5000 rank, your percentile score must be above 96 percentile for taking admission in good nits.
Also note that you can get admission in IITs only on the basis of your advanced rank. And if you qualify for JEE mains Exam then only you will be eligible to give jee advanced. Because you cannot get it on basis of your JEE mains rank also if you are a SC category candidates then you have to score at least under 5000 SC rank in JEE advanced to get seat in in IITs.
