The pre boards are held only for students practice and such rumors are commonly spread for students to pay attention at the exams. Your admission at IIST would be completely based upon your performance in the entrance examination and your hardwork. Your marks in Preboard doesn't matter at all. As you are awarded certificate /marksheet for your board examination only and not pre board.
So,
It doesn't matter whether you get low marks in pre board or even fail in it, it's not going to affect your eligibility for jee advanced or IIST or anything else.
But still prepare well for pre boards so that eventually you can perform well in your boards .
