if i start filling bad medical gov. college 1st during 2nd round of state quota counseling, den m i making it more probable of getting seat?

You'll be alloted seat according to your preference.
If you fill the low colleges at the top of the list, and if seat remains vacant in the college,it will be allotted to you.
So, fill the top and good reputed college s at the topmost, so that you may get them if there are vacant seats.
