if i study B.E civil as part time in college can i apply for jobs that regarding to engineering field and can i write competitive exam related to engineering field???

Yes you can apply for all the jobs with the requirements of the btech graduates and all the competitive exams for the btech students. However, there might be some positions that require students to be regular students specifically so you will not be able to get jobs there.
