if i take addmission in university college of engineering (OU) Hyderabad in chemical engineering after 1 year can i shift to CSE? what is the proccedure? should we pay any extra fee for that?

Yes, you can shift, but dont count on it. Usually these shifts are based on seat availability and your performance in the year end and semester end examinations. So if youre confident in your ability to score well and have a taste of luck, then it's possible.
