If I take industrial bio technology(IB) in Govt college of technology can I have a chance to change it as Computer science and engineering or IT ?

Yes you can change branch but there is some conditions:
You should have more than 85% in each semester of first year
You can change branch only in second year
There should be vacant seat in that branches in which you are looking for.
You should have More percent as compare to those who all are applying for that seat.
