If I want to cancel alloted seat I TS ecet 1st round then will my tuition fees will be returned (even after 2nd round)

Yeah it will be refunded only if you join in other college belonging to governement I mean if you got seat in some other college through TS ecet then you are eligible for refunding and that might give you a relief of this tension and wish you good luck .
But remember you should get a seat in othyer college through TS ecet.
