If you want to appear both NIOS and CBSE exams at the same time, then it's an absolute yes. You can appear for both NIOS and CBSE at the same time. As you know, NIOS is a program that provides distance and mode of learning, so it is a correspondence program whereas CBSE is a typical, regular program where you have to learn whatever the faculties teach according to the prescribed syllabus at the learning institute.
