If I went to America or Canada for Engineering after 12th in India. will I have to go collage daily or 3days in a week. Can I do part time jobs?

Hello Rayan Mohammed. If you decide to go to the US or Canada for engineering after 12th, you will probably still have to go to college everyday. American and Canadian universities are quite liberal with their attendance policies usually, although it differs from college to college and can't be generalized for two huge countries.

Even if the attendance is not compulsory, you will probably have to attend everyday since it is not easy to cope with the syllabus all by yourself.

You can definitely do part time jobs there, just as you can in India. It all depends on your Visa, job experience and your expertise in the subject.
