if I will find in the wbjee and i belongs to sc category... so my rank will be 18000or 18500 so i will find any government college cse???

Hello there,
With 18000 rank, it's a little difficult to get Government Colleges for CSE. But you will definitely the other branches at this rank. All the cut-off ranks for Govt colleges mostly close at 16000. Nevertheless, you should sit for counseling, and wait till the last round. Cut-off ranks change every year depending on the difficulty of the paper, and the number of students appearing for it. So, maybe you can get a chance.
