B.tech students are not eligible for KVPY exam. One should enrol in the 1st year of the undergraduate program in Basic Sciences namely Physics/Chemistry/Mathematics & Biology. B.tech is an undergraduate course in technical study. So one should be studying in the first year for B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S to apply for SB stream in KVPY.

Only students persuing pure science courses like Bsc are eligible for that or the students of class 11th and 12th with PCM are eligible for that. If you want to go for research then you can give GATE exam and do masters from a good college like IIT from there you can get into research.
