if I'm from Jaipur and i get into any nlu outside my city, I am allowed to take my phone with me for staying in touch with my family and friends !?

Yes, of course you are allowed to maintain a mobile phone but make sure that you do not use the phone when you are attending a class. Each college has its own guideline issued on usage of mobile in college campus. So you are advised to follow the guidelines and rules issued by the college in which you are admitted. As long you adhere to the given guidelines you can keep a with you to stay in touch with your family and friends.
