if I'm not giving srmjee exam phase 1 so should I can apply for phase 2?

Yes,you can apply for Phase 2 exam if you are not giving Srmjee phase 1 exam as phase 1 and phase 2 are only counts as an attempts not like mains and advance that firstly you have to give mains then qualify and then give advance.
You have choices which phase exam do you want to give if you want to give both phases exam you can give that also.
